Bandits Are Superhuman? Empty Bandits Are Superhuman?

With Pobeda dam being overrun by bandits now, me and sneef have been trying to take them out but we have noticed frequently that the bandits can withstand multiple stanag / dmr rounds to the head without flinching.

are we doing something wrong ?
